Its not exactly apparent, but I consider this a sort of landmark in the story. The Base is just that--a home base for Riza and everyone else to return to in between uh, whatever they happen to be doing. Its one of the most important locations in the comic, despite the fact that there actually isnt a /lot/ of time spent here.
Theres actually a lot of history behind the existence of The Base in non-DC form. In some form or another, its been a part of my stories and characters lives for years. Once upon a time it was a (imaginary) small underground hideout that my (imaginary) friends and I played in when I was a little kid, and then it grew, and started to worm its way into my actual writing. At one point it was this humongous, multi-leveled, nonsensical complex that changed every time I used it for anything. And, finally, it got stuck in the DC universe in its current (and probably final) incarnation. Even now it doesnt make a lot of sense, hence Xans explanation concerning his grandfather. Its kind of a bizarre building.
ANYWAY, thats my rant for the day.
